new business vat

hi all

Can anyone help me? My client has just started his business. He is not sure he will be have any clients in the first 3 months of running (he builds his client's database). What would be record (vat return) for vat? Will he have to do a vat return even he hasn't done any sale?

If he has registered for VAT he can claim any input VAT he has suffered in the first quarter.
