Hi folks, Ive just finished my ICB exams but aside from that Im also a  parish clerk. The parish that i work for is tiny and my salary is so small its paid every 6 months and doesnt reach £1000. Ive just taken over from the existing clerk who for the last 10 yrs has paid tax on his earnings alongside his pension, the hmrc just altered his tax code to accomodate the extra bit. We are now told that new regulations are coming in which will stop this happening and that all parish councils will have to do their clerks paye and NI. Im looking into this as i type because I have no payroll experience at all and neither do my councillors. My question to you guys is how easy is it to do paye and NI for one employee? surely we wouldnt need a payroll programme etc to do it for earnings of just under one grand? Im a taxpayer and my other salary is taxed at source by the way.

Ok, I think the best thing is to use 12pay payroll software. Its easy and ultimately free, although you can choose to pay for the upgraded version for the support. you can download it from www.12pay.co.uk for the free version

its a very simple piece of software and will do exactly what you want it to do for the 1 employee. I would suggest you give them a ring beforehand and explain what you need it to do and if your lucky, you may be able to negotiate a one off fee for the setup and perhaps a little training.



Another alternative if that the HMRC send out an employers CD each year which has some software built in to do basic payroll for you. You can try speaking to them or visit http://www.hmrc.gov.uk/paye/index.htm They can help you get it all setup and guide your through processing it until you become confident using it.

Or if really desperate, a local accountant could do it for probably as little as £20 a month.

I assume the Parish Council will be registering for PAYE therefore you get a new employers help line number which is answered pretty quickly and they are helpful.
The HMRC payroll software is for less than 10 employees so you could use that it does what you need it to do payslips, end of year etc. If your working under the ICB then I think you will need payroll you should check with them. I do payroll and don't charge anything like accountants if you get stuck!

Hi, I wouldnt be doing the payroll as an ICB member, i am an employee of the council and would be doing it as part of my job, plus its only twice a yerar! Hopefully that wouldnt cause the ICB any headaches, what do you think? I rang the HMRC new emploers helpline today and they were great, very helpful, they said i can use thier software and the whole thing should hopefully not be an issue....hope i dont speak too soon!

As your an employee I think you should be ok. I would have thought the payroll you will be doing is pretty straightforward so you shouldn't have any problems. Got a letter today saying that I had to request the CD which has the software on, they're putting everything on-line.

From this year HMRC are not sending the CD out except at the request of the organisation, they want everyone to use the on-line version. Also from April employers with

HondaGirl, if you get stuck send me a PM, we run a payroll service in Yorkshire and help several parish councils across the UK with PAYE some with very small budgets/preceps, some PC's just cannot afford too get a company to help but a little support for free can help!
