Filing end of Year returns from Payroll Manager

I'm allowed to ask questions about payroll now as I've passed ICB Payroll Management exam. Been wanting to ask about this a few weeks now but didn't want to give the game away I was already doing payroll. (One of the businesses is the family plumbing company and the other is for my brother's wife).

Thing is this - I've registered as an agent with HMRC. Sent the form online to get authorisation code sent to client. Got the code from client and put it in the HMRC website but now - nothing. When I log in and look for the two clients they are not there. I have no problem with the self assessment or VAT. Just the PAYE.

Is it possible to submit the P35 using Payroll Manager if I don't have them authorised?

I don't think so, no. If you phone the Online Helpdesk (you might want to get your sandwiches out for the wait) and ask why they haven't appeared on your client list, they should mend it for you within a couple of days.

 That's the only reason I've been asking on here - the ridiculous length of time I have been kept on hold. I give up after about 12 minutes and there have been several of those 12 minutes. Maybe if I saved three of them up and just held on for half an hour.

I filed a payroll year end when the company wasn't on my "list" yet. This was with Sage payroll but it went through OK. (or it seemed to!) weirdface.gif

Well done on passing your exam.

Is the software already set up to send on-line, if it is it may go through. 1 of my clients I've never changed the settings (so I'm their agent, they are useless at passing on passwords!), they set me up under their account when they started PAYE and I've just left it at that.

I think so.  You are sending info one way, so I think you can do that.

Why not try it?

The example of what you can't do in Payroll Manager without authorisation is verify a sub contractor, as that would entail HMRC sending info to you (i.e. 0%, 20% or 30%).

I think I'll send Moneysoft an email asking if it is possible.

I don't want to submit it and think everything is ok and then for HMRC to turn round and say "we never received it".

I am pretty sure that if you use any approved third party software, you can do a filing only submission, with out being an agent. Most software also allows a test submission to make sure you have all the correct client details needed.

I use 12Pay, and I am not officially my clients agent but I recently submitted P35 and you get a confirmation receipt, if it has been successfully transmitted.

You can also process P45/ P46 etc using the software, without being an agent

Should have checked earlier, but just checked the e-submission settings on my client's software and its their HMRC user number (12 digits) and the password. I use sage and it stores the user ID and password so I don't enter it each time I submit anything.  

As Bill said you do get a confirmation, I get one from the software and then an email from HMRC (this is set up in Sage so it might be worth checking the software, in sage its in e submission settings and then contact details, the settings have user id and password), not sure you should change the contact details but if anyone is set up they will receive the email then at least you will now HMRC have received it as long as you can get into that email address or for the person to forward you it.

When you ask for a auth code make show you enter in CAPS, ie 001/AA12345 not 001/aa12345 as lowercase will give you a headache after you have rang the online help team to sort it out, at present once the PE code has been entered it is taking up to 7 days for it to hit your agent account.

I have noticed even using sage I have to wait until it shows up in the agent area before submitting documents.

Hi Peasie, congrats on passing your exam.

Not sure if you actually got a response or not but yes, Payroll Manager does file P35 online for you along with P14's and prints P60's too. You do need your Government gateway ID and password too. Moneysoft is an excellent piece of software and extremely affordable - love it to bits and totally amazed at what it can do.

Hi David,

I knew it could file the P35 online - I was really after could I do it without any ID and password (as they were not showing up on my Agent list) - just the Employers Reference Number. I already had the two clients ID's and passwords and that's how I eventually filed them.

I couldn't believe how quick it was to file a P35 with Moneysoft. I keep thinking there must have been a mistake somewhere - nothing can be done that fast.

I found that my clients did not always show up when I logged in to PAYE online as an Agent.  I finished up downloading the HMRC 'Desktop Viewer' utility (I saw a thread on a forum somewhere) All my clients show up there and all past notices etc.
