In the Budget they just seem to be repeating things that have already been announced - so does this make the Autumn statement more important than the budget? Is this where the new things get announced?

Just glad they've revised the dated to April 2015 for small employers to register their employees for a pension and pay 3%, this has been a real worry for some of my small clients (with from 4 to 12 employees) as they have no idea how to run a pension scheme and can ill afford this increase to their wages costs. I know employees can opt out but why would they?
