Despite reciprocal agreements, the actual application of VAT is different in each country in the European Union.
This is a UK site so whilst we understand the treatment of VAT in the UK we would be ill advised to give advice based on transactions betweeen Hungary and the USA.
I think that this question really requires an expert in this field in Hungary although, I may be surprised and there may be someone on this site who is able to help. I hope so but I would try to look at other avenues rather than depending upon this one.
