Minus balance on P32 - nil return?

I have processed a P32 and the PAYE is coming out at a minus balance. Do they require a nil return or would you just calculate how much they are in credit for when the PAYE shows an actual balance?

 

Also, I have added a new employee to a company with a P46 M1W1. His tax code is 810L but the system isn't deducting tax from the wage. Is there a reason for this? He does 40 hours at £7.50.
