Quickbook - cann't file VAT return as it has been file already

The old VAT return has been file with error I think, it was done by another person. it is Q1 VAT return from 01/01/2012-31/03/2012. When I try to file it, it say ' you can't file VAT for a period has already filed' but I m sure it has not, and there is no journal has been enter to VAT payment or VAT control account at that period.(so I cann't delete it and refile) there is already a balance there, when I try enter a journal, then it will appear it is unassigned vat figure. What can I do.
