Bank commission on foreign debit card transactions

I have a client that pays for stuff on his business debit card when abroad.  The transactions appear on his bank statement with the exchange rate, original amount etc and then also says "includes commission of £0.53 and fee of £1.50"

Would you separate out the commission and fee as bank charges or include it in the cost of the item bought?  Are the charges tax deductable?
