Is he working for more than one company? (Employed argument)
Is his mate registered self employed? (Same) or effectively employed by your new client??
New client would be responsible for his own tax and NI - yes...
If his mate is self employed then he would have to invoice him for the relevant amount. so (a) your new client can claim an expense deduction and (b) for his mate to declare the income..
If not is he being treated as an employee of your new client?
Or is it a partnership arrangement...?
It could get messy with employment considerations but I will leave that to the tax experts here to consider..
