Unfortunately what appears fair often translates to generosity to fellow workers where we in reality can only calculate what is, not what we would prefer matters to be.
One months notice from the 28th of November would be an actual leaving date of the 27th of December.
To use any other date must come in writing from the entities management otherwise you could see yourself getting in trouble.
I personally cannot see management going for anything other than option 2

In this case option 2 is more generous to the employee as they will benefit from the bank holidays that fall within the notice period. I just wondered if there was some rule whereby the last day worked counted as the laving date.
I agree with Shaun, the date should be 27th, obviously any holiday taken that is not statutory up to and including the 27th be deducted from the allowance
