Did the HMRC link you posted not work for you? I did click on it but could not provide the information that they requested in order to enrol for the service

These are only my opinions of how I see things and therefore should not be taken as advice
Whilst I haven't yet used this service it seems fairly straight forward. The link should take you to your agent online account. Log in and it asks you to confirm your email address. Put the code in you receive by email. You then have to put the employers paye ref details in and they will receive a letter with a code. Log back into your agent account and enter the code. You will then be able to payroll the benefit for 2019/20 presuming you do it before the end of the tax year.

Thanks John, but I still dont get it. I did what you suggested but its then asking me to register for PAYE online, but Im already registered for that.
I am assuming there is some special registration needed for patrolling benefits innkind, but maybe Im wrong and as long as you are registered to use PAYE Online arrives thats all you need?

Is it this bit? If so click enrol and put the employers paye ref and account office ref. If I've read it right then you or the employer will get the activation code which you then enter into your online account.
I have done that, got to the page you have shown, and then it asks you if you have already got login details.
If you click yes it just takes you to your account and we're no further forward.
Someone on another forum has suggested it needs to be done as the employer and not as an agent,
so I'm going to try that.
I have added PAYE to the Employers Government gateway account, just waiting for the authorisation code to come now and then hopefully it will
be straight forward (as if!)
