When I purchased my course with Woodgrove he didn't offer Level 1, he said that I wouldn't need to do it. I was concernced that I would not understand if I went straight in at level 2 but it really does start at the basics so I have not idea what they cover in level 1
In terms of completing course work, I think that will depend on your training provider. They would probably recommend completing all courses to make sure you had the underpinning knowledge for the level II.
If you mean skipping the level one exam with ICB and going straight to level II qualification, then it's a no. You have to complete all levels.
