Can anyone tell me if ''Frank wood's Book-keeping & Accounts'' the 4th edition would be suitable for the ICB level II manual bookkeeping exam?

Thank you

Yes,  and for level III.
Dunno about 4th edition, but I used the 7th edition for my course.
Would expect anything after 01/2001 to be current (?)

Check out eBay and Amazon sellers.

Also ...  Frank Wood's  Business Accounting 1 & 2,
Margaret Nicholson  (Mastering) Accounting Skills

I also invested in some old AAT Workbooks  ... just for the additional
exercises to practice on.

You can always sell them again - either on eBay or on this site.
