I have a client who has asked me to fill in a character reference for him to acquire a Private Hire (Taxi) licence.
The form requests that it is filled in and signed by an Accountant, can a bookkeeper sign this form - as it does not state Chartered?
It's the first time i've been asked to do this and my client obviously doesn't think there is any difference between a bookkeeper and an Accountant or he would not have asked me.
Anybody done this before?

Would find it strange that a character reference to acquire a private hire taxi licence would specifically ask for an accountant as a reference. It isnt the case that everyone know an accountant to give them a reference (be they qualified or not).
I found it strange that it must be an Accountant too, I have decided I am going to fill in the reference and see if anything comes back. If it was a bank or government body I could understand why it should be a Chartered Accountant for example, but for a taxi licence it does seem over the top.

I've completed forms like this before and have just stated my qualifications clearly. As said above, a lot of people would not know a Chartered Accountant and even if they did, would not want to be charged the astronomical fees that a CA would probably charge for completing the form. As long as you are clear about who you are and the qualifications that you hold I don't see there would be a problem.
