Morning all,

I have to complete a CIS Monthly Return for a new client for the MOnth Ended 5th October 2011 due by 19th October 2011. They do yet have the online ability to submit online, is it still possible to submit CIS Returns manually, as I thought all CIS had to be completed online.

I guess if I cannot complete the return as not received online authentication (it says 28 days), then HRMC will not fine the client.

Has anybody any experience with this?

I wouldn't count on it.

In my experience late returns are ceased upon immediately for fines, i filed on line at 12.05 once and got a fine for a client.

I don't mean to sound glib but was your client sent a paper return to complete? I'd assume if they were then HMRC must still accept paper copies but you could allways ring the helpline.

The penalties are generated automatically so you will get a fine. Manual forms are no longer accepted.

If there is a good reason for you registering late and therefore not having the online authentication code you can appeal the penalty once it is received.

Thanks for the replies Adas & Rob,

I am going to attempt to submit the return manually and then when the online codes arrive, if it has not been recieved, I will submit online.

If the client does get fined, I will write to HRMC to explain that I was unable to submit online as they were wating for their online access from HMRC to be completed.

Hi Ben

What Rob was saying, is that not having access to the online facility, will not in its self be a "reasonable" excuse, to avoid a penalty.

You will need to supply extenuating circumstances, why it wasn't possible to apply for online filing in sufficient time to file on line.

I wonder if there is some cheap / free / hmrc software that can be used for filing online without authorisation ?

Hi Tim

I was going to suggest that in my last post.

As many of the online services can be a "filing only" sevice if you use third party software but I think the client still needs to be registered for the online service

As far as I am aware there needs to be a CIS Online registration in order to file CIS300.

Ok, thanks Tom and Bill.

That being the case, Woody's appeal will fail unless someone (like me) suggests that the client emails it or attaches it to another kind of Return or both, so that technically, it has been filed online.

Manual forms are still accepted. HMRC sent me some the other day for someone who had got himself in a right old mess, even though we have online access! They send them to all my contractors each month even though we don't use them and do them online.

 In my answer I only meant that you can't do a CIS internet submission without setting up a CIS Online account with HMRC. I didn't mean to imply that manual submission isn't allowed but I can see that my answer could have been read that way.

HMRC still has instructions for manual CIS300 on its website:
