I can't give you a comparison but can highly recommend 12Pay.
It is so simple to use but gives you full functionality, and it was the most cost effective for me.
I only run two small payrolls but decided to pay for the premium licence, rather than use the free version because I wanted payslips (the free version only allows 6 to be printed as a trial). If you wanted customiseable payslips, you would need the bureau addition, as the premium addition carries a 12Pay footer (albeit very feint), which cannot be changed.
I have not had to use it but the support is reported by others as being excellent, and Tom from 12Pay also contributes helpful advise on this forum, when he is available on matters of PAYE (regardless of whether it is 12Pay related)

Just to clarify, the free edition gives you 6 periods of payslips in each company (which is 6 payslips, I suppose, if the company is a 1-director employee company)
The Premium software allows you to operate up to 3 clients with up to 30 employees in each, and the Bureau software extends that to unlimited clients each with unlimited employees (and optionally removes the faint 12Pay copyright notice on reports and documents)
I've been using Moneysoft and would give it a big thumbs up! Dead easy to use even for someone like me with very little payroll experience. Telephone support is excellent too.

The thread started out discussing accounts / bookkeeping software but somewhere along the way branched off to Payroll software.
As usual the usual suspects were 12pay and Moneysoft payroll. Both highly recommended and really down to a matter of personal taste so just get the demo's for both and see which one feels right for you.

The prices for the two are very similar. Although CIS is a seperate purchase with 12pay that just brings the prices in line so hypathetically moneysoft is slightly cheaper if you have no CIS requirement.
All in all with these two the difference in price is so small as to be inconsequential and it should really be down to what feels right for you.
