It's the date on which you wish to run the payroll.   Before you process the payroll, you need to check that the correct date is being used.

Sage Payroll has a help option in the toolbar that you can use to get information about the basic features of the software.

The processing date on Sage payroll has nothing to do with the financial year end of the business.  What date you use depends on when you're running the payroll.  For example, if you run a monthly payroll at the end of each month, your processing date might be 31 March for the March payroll, then 30 April for the April payroll, and so on.
