Just been looking at the changes for Under 21s.

We're creating three new category letters in 2015 - then we're removing them in 2016.

We're creating a new threshold (Upper Secondary Threshold) which is the same as the Upper Earnings Limit - but it may not always be the same as the Upper Earnings Limit. 

For this year the Primary Threshold and the Secondary Threshold are the same - but next year they are going to change.

Well here's a novel idea KEEP the UST and UEL the same figure and give it ONE name. KEEP the PT and ST as the same figure and give it ONE name.

Tinkering about with figures each year - why? Just to keep people in a jobs that don't need doing.

These multiple thresholds needed merging not expansion....... sometimes I wish Sir Humphrey Appleby was still in Whitehall and nothing ever got done.
