I have a general question about registering for PAYE scheme for Ltd. There is a requirement to fill in the Company UTR in the form but it is not shown with red asterix and therefore it is not compulsory, but I think this is for those who doesn't have UTR by law. I always wait for the UTR to arrive and then registering for PAYE but this slows down to process. Can I register a LTD company for PAYE without UTR at all?
In terms of penalties for late RTI submission on the text the HMRC site is saying that there won't be penalties for the first late submission. Have you ever got penalised for late first RTI submission?

I registered a PAYE scheme recently for a customer who claimed that they could not find their UTR number (they did eventually) - the registration went through with no problems, although I would normally wait for the UTR. In my case the customer had definately got a UTR as they had completed and submitted their first years accounts and clearly HMRC located the client from their address and company number.
Currently - late RTI fines for employers are only currently being charged for companies with over 50 employees, those with less than 50 will see fines introduced from 6 March of this year, but not for the first submission. i only wages for businesses with less than 50 so I personally havent seen any fines yet.
