Disclosure for Let Property Campaign

Morning, Just hoping for some advice please.  I have a new client that would like me to complete this form for him.  He is not currently registered for Self assessment.  My questions are :-

  1. The form only asks for the period 2012-2013....what about later years (he only started renting his house in july 2012)?
  2. Do i now need to register him for self assessment for the later years?
  3. As he only had wages of £3779  and rental income of £2700 for that period, i am right in thinking that he does not have to pay anything? Personal allowance for that period was £8105.

Sorry for all the questions but i want to make sure that i am doing this right first time.

1.The Let Property campaign only covers the period to 5th April. A normal self assessment tax return needs to be done for 2013/14.
