As you say, you're probably going to be too late to file a paper return, but depending how long it is taking HMRC to issue agent ref codes, I think you'll have time to file online.
Once you have your agent code, set up an online account, then you can set your client up on there. Not sure how it works with a paper 64-8 but when you request online, it posts a code out to the client and then you put that in your online account, after which you can file a return.
I don't know how the previous accountants have filed without 64-8, unless you can do that on propriety software.

Andica is one example of software where you don't need to have the 64-8 already in place.... Of course, until you do have the 64-8 you can't see the tax payers details in your agent area but at least you can help them avoid being fined.

I deleted it as I thought I was asking a stupid question
I have always read the deadline rules as, if you haven't registered to file your tax return online then you will get a fine if you do not submit a paper return by 31 October. Am I wrong?
I have thought this as they tell you to register online by 5th October as it takes time to get the passwords etc sent out in the post.
The client hasn't registered for self assessment online so I cant use their online account.
I don't have an agent online account set up yet.

You could set up the online account for the client, and use that if your agent code doesn't come through in time. Then add him to your agent account later on, if need be. Activation codes usually come through within 5-10 days.
Do you have a copy of the previous year's accounts, return and computations? The client should have the first two, and this MIGHT help you work out the computation, if there was say only the usual add backs. The one thing you might struggle on is if there is a personal disallowance to motor expenses/motor capital allowance. If the client can provide these two documents, I would still send a professional reference letter to the previous accountant and request the usual items.
Andica software allows you to file the return without the need for being an agent. You just put in your online account credentials to submit.
PS - if you miss the paper deadline, you just file online as normal, by 31.01.16... then you will have months to get things sorted, and I think its easier than manually filling out a paper return! You only get a fine for late submission if you miss the Jan deadline. Once 31 October has passed, you could still set up his online account, or add him to yours without penalty.
There will be a button on your agent account for "authorise client". You add in the clients UTR and postcode (I think) and on the next page, you have to tick the box and submit - on my first, I missed that bit!
