I work for a charity . and recently we had a student placement. I raised invoice to the uni with VAT as this is a service we provided . but the uni rang and said we issued the wrong invoice and there should be no VAT. I have checked the order and the agreement but both are not clear stated for VAT elements.
Why have the university said that there is no VAT chargeable? VAT is charged unless there is a specific provision. Ask the university for 'chapter-and-verse.'
I am happy to review the main agreement and the university's correspondence if that would be helpful.
The university are probably used to education being VAT exempt.

Vocational training is provided for a charge (see paragraph 5.3). The VAT consequences are:
for an eligible body, other than a commercial provider of tuition in EFL (see section 4), the vocational training is exempt; or
for a non-eligible body (see section 4), the vocational training is exempt to the extent that it is funded under an approved government funding scheme (see section 13)
Its not my area of expertise. I just know a little about VAT & education as I used to be Managing Partner of group & private tuition classes which had very specific requirements with regards to VAT exemption.
