Assuming it's the 2020-21 one you can still submit it.  Client will receive a penalty of £100 + £10 a day from 1st May.

There was nothing stopping you putting in an provisional return and then 'repairing' it at a later date.

Just tick box 20 on page TR8 and then give an explanation in Box 19 on page TR7.
